women's rights their grand father's property

My mother got married 1977. when she was minor (16). Her father died on 2012. He could not write a will. He has three children 2 sons, 1 daughter and  wife. Recently, his House were separated by the sons without knowledge of others.

Now, the sons says father's name is not recorded on the property. It is registered in the name of their grandfather. Therefore, the right of property is only for male heirs.

My Question is:

1. Can my mother sue for it?

2. His wife's (senior citizen) Rights?

Additional Information

Municipal tax challan in the name of her father.

Her father bought back by selling a portion. (don't know about registration)

A portion, the eldest son of the son's name was changed (by coercion)

now my mother not allowed in the house (threaten by Police)

Please give advice to take legal action.
