Work hrs=8/day,48/week beyond which OT is applicable.Then there is a cap on OT hours also as per the enactments that is applicable to establsihment e.g. Shops & Estbs Act.
Anyone can lodge complaint, if the employer exceeds cap on OT hours and does not pay OT or forces to do OT.................................with
Inspector appointed under Shops & Estbs Act, Payment of Wages Act
Labor Inspector
O/o Labor Commissioner
Highest Officials of Dept. of Labor
Employee's Unions/Trade Unions can also represent.
O/o Labor Commissioner can take suo motu notice.

@Kumar Doab Sir, Most of the employees misunderstand the 09 hours working in office. The break up of 09 hours are :-
15 minutes Tea Break in the morning.
30 Minutes Lunch Break in the Afternoon.
15 minutes Tea Break in the Evening.
To total rest period is 01 hour and plus 08 hours working hours are miscalculated as 09 hours instead of 09 hours.
I think working for over eight hours is impossible and rest/spread -over therefore applies.
The question is presented in a wrong way.

i thing in most of company working hour 9 hour in time but their emplyee work only 8 hour bec 1 hour reseve for break in this one hour employee take 30 mintuee for lunch/ dinner and 15 and 15 mintue break in morning and in evening for tea/coffee and other so its one hour and employee work only 8 hour in day and most of company giver 15 mintue extension in break on 8 hour work and this break time not deducate on salary so its not a point if any employee work more than 9 or ten hour and employer not give him pay for over time than he/ she demand for over time salary and if employer not give then he/she file case in labour court for over tme
