writ of mandamus

is it necessary to give certain period of time to dispose representation before filing. w.o.m?
If damage is done without deciding on the representation to Authorities, what is the legal remedy?

Thanks. But about the remedy if damage is done without disposing representations? Can i get legal relief if I seek for rescinding the order of the Authorities? Request any case law in this regard. Than you once again.
