Wrongful death

Dear Experts: My mother aged 80 years was allowed to take a trip to Kailash- INDIA (place of pilgrimage) and she died during her travel.I researched and found that Visas are issued after stringent scrutiny. I want to file a case against the travel agent, the doctor who to my belief have circumvented all rules to allow her to go .Please advise how best to proceed. Many thanks,
