The Delhi High Court gave its consent on the revised guidelines submitted by the Delhi Government in connection with the regulation of parole applications of the convicts. 



A bench comprising Chief Justice A P Shah and Justice Rajiv Sahai Endlaw after examining the fresh guidelines submitted by Solicitor General Gopal Subramanium , gave its nod and asked the government to implement it forthwith.



The fresh guidelines say that those who are a threat to national security, involved in sedition or convicted for rape-cum-murder will not be granted parole. 



The High Court had earlier taken suo motu cognizance in the matter and shown its displeasure over the procedure adopted by the Delhi Government in granting parole. 



The court had allowed the government to modify the earlier guidelines which had many lacunas in the grant of Parole of which the rich and influential took the benefits. 



The court had taken action after it received a letter written by several prisoners languishing in Tihar Jail for not being allowed out on parole. 



Mr Gopal Subramanium informed the court that only the Lieutenant Governor has the power to grant parole and all allegations that the government grants parole to rich prisoners and ignores the applications of the poor are baseless, Subramaniam said. 



The application for parole has to be decided within three weeks and the parole period should not exceed more than a month, Mr Subramanium said.
