Both Houses of Parliament pass 15 Bills During Budget Session
Shri Pawan Kumar Bansal, the Union Minister of Parliamentary Affairs and Water Resources briefing the media persons in a Press Conference held here today, said that during the Budget Session 37 Bills (27 in Lok Sabha and 10 in Rajya Sabha) were introduced. Lok Sabha passed 21 Bills and Rajya Sabha passed 16 Bills. Total number of Bills passed by both Houses of Parliament during the Session is 15. One Bill was withdrawn in Rajya Sabha. The Minister informed the media that in the first part of the Session 15 sittings (from 22nd February to 16th March 2010) and 17 sittings during the second part (from 15th April to 7th May 2010) were held.
He regretted to inform that while Lok Sabha witnessed loss of 70 hours and Rajya Sabha witnessed loss of 45 hours during the Session. He further informed that Question Hour could not be held on 4 days in Lok Sabha and 7 days in Rajya Sabha.
The Budget Session, 2010 being the first Session of the year, the President addressed the both Houses of Parliament assembled together in terms of Article 87(1) of the Constitution on 22 February, 2010 and informed the Parliament of the causes of its summons. Motion of Thanks on the President Address in Lok Sabha was moved by Shri Inderjit Singh Rao and seconded by Km. Meenakshi Natrajan. In Rajya Sabha it was moved by Prof. P.J. Kurien and seconded by Shri Santosh Bagrodia. It was discussed and adopted by the two Houses during first part of the Session.
The Session was mainly devoted to transaction of Financial Business relating to Railways and General Budgets for 2010-11. During the first part of Session, Railway Budget for 2010-11 was presented to Parliament on Wednesday, the 24th February, 2010 and the General Budget for 2010-11 on Thursday, the 26th February, 2010, the Minister said.
General discussion on the Railways and General Budgets were held in both the Houses. The Lok Sabha also discussed and voted the Demands for Grants on Account and Supplementary Demands for Grants relating to Railways and General Budgets. The Appropriation Bills relating to these Demands were introduced, considered and passed by Lok Sabha and subsequently returned by the Rajya Sabha during the first part of the Session.
During the Second Part of the Session, Demands for Grants relating to the Railways were discussed and voted and the related Appropriation Bill was passed by the Lok Sabha and subsequently returned by the Rajya Sabha. Demands for Grants under the control of the Ministries of (i) External Affairs; (ii) Rural Development; and (iii) Tribal Affairs, were discussed and voted by the Lok Sabha. The Demands for Grants of the remaining Ministries/Departments which could not be discussed were put to the vote of the House and were voted in full on Tuesday, 27 April, 2010. The related Appropriation Bill was also introduced, considered and passed and subsequently returned by the Rajya Sabha.
During this period, the Rajya Sabha discussed the working of Ministries of (i) Power; (ii) Youth Affairs and Sports; (iii) Housing and Urban Poverty Alleviation; (iv) Consumer Affairs, Food and Public Distribution; and (v) Home Affairs. The two Houses also considered and passed/returned the Finance Bill, 2010, he added.
In the Lok Sabha, three Short Duration Discussions under Rule 193 were held on (i) price rise; (ii) the recent Maoist attack on CRPF Personnel at Dantewada district of Chhatisgarh; and (iii) need to lay down specific parameters for conducting the census, 2011. In the Rajya Sabha, three Short Duration Discussions under Rule 176, were held on (i) price rise ; (ii) the statement made by Minister of Home Affairs on the Maoist attack on CRPF Personnel in Dantewada District of Chhatisgarh, and (iii) tapping of telephones of certain politicians. Besides, 2 Calling Attention in Lok Sabha and 5 Calling Attentions in Rajya Sabha were held. One Half-an-hour discussion on migration of labourers was also held in Rajya Sabha.
Shri Bansal said that one Bill replacing one Ordinance namely; the Ancient Monuments and Archaeological Sites and Remains (Amendment and Validation) Ordinance, 2010 was also considered and passed by both Houses during the first part of the Session.
