SC issued notice to Union of India, HC of J&K, and CAT, bench at Chandigarh in a writ petition seeking establishment of permanent bench of Central Administrative Tribunal and J&k.

The service matters are required to be heard by Central Administrative Tribunal after the change of status of J&K from a State to UT. About 30,000 cases are pending before the J&K HC. The notification came on 29.04.2002 that the Department of Personal and Training conferred jurisdiction over UTs of J&K to the Chandigarh bench of Central Administrative Tribunal (CAT).

It has been challenged in a writ petition Asheesh Singh Kotwal&Anr v. Union of India &Anr.on the ground that fundamental rights of the litigants of J&K due to large number of cases were being violated. Also pleaded that HC should continue to hear writs till a permanent bench with adequate strength is established

Writ petition was filed by Mr. Arjun Garg and was argued by Mr. Ravindra Shrivastava
