Bill introduced in Rajya Sabha for providing doorstep justice

The Government introduced a Bill in Rajya Sabha for providing speedy justice to poor people in villages at their doorstep, instead of them travelling long distances to attend litigations. Law Minister H R Bharadwaj, while introducing the Gram Nyalayas Bill, 2008, said state governments had not been able to provide speedy justice to poorer sections of society because of various problems and a joint effort by central and various state governments was required to correct this anomaly. He said the Vajpayee government had introduced the system of fast track courts, as a result of which 21 lakh cases out of the pending 28 lakh had been resolved. Observing that there was a dearth of judges and no use of ‘dragging litigations,’ he said nothing was moving in rural areas. The Bill has a provision for appointing 3000 more first class magistrates to such areas with the government bearing 100 per cent cost of litigation for poor people. Deputy Chairman Rahman Khan, who was in the Chair, later adjourned the House for the day.
