  • In Abdul Jaleel v. Cabinet Principal Secretary & Ors, the Kerala High Court dismissed a petition seeking the establishment of a Division Bench of the Apex Court in all the High Courts in the country to adjudicate upon cases of the poor and the marginalized.
  • A Division Bench comprising of Chief Justice S. Manikumar and Justice Shaji P. Chaly dismissed the petition on the ground that it had raised serious allegations against the Judicial system of the country.
  • In this case, a petition was filed in the Kerala High Court seeking placement of a two judge bench from the Apex Court to be placed in every High Court of the country.
  • The petition also contained allegations against the judiciary and its involvement in corruption in order to secure post-retirement jobs. 
  • The contention of the petitioner was that the Centre should amend the Constitution to increase the retirement age of judges to 75 years so that judges would refrain from accepting any post after retirement from the Judicial Service.
  • The petitioner further contended that if it can be ensured that Judges cannot be manipulated or influenced, it would restore the faith of the public in the Judicial System of the country.
  • The Ld. Court held that raising fingers at the integrity of judges is a serious allegation and must be backed by substantial proof.
  • Accordingly, the Court dismissed the petition.
