No proposal to change SC, HC judge appointment process: Govt New Delhi, March 17 (PTI) The Government has no proposal, at present, before it to bring about any change in the present system of appointment of Judges in Supreme Court and High Courts, the Rajya Sabha was informed today. It is the Collegium which considers all the available information on the candidates and forms a view regarding their suitability for appointment, the Union Law and Justice Minister H R Bhardwaj said in a reply. He said apart from details on a candidate's integrity and temperament background information including political affiliations or leanings of a candidate were also made available to the Chief Justice of India for consideration by the Supreme Court Collegium. In another reply, he said the Government has taken note of the criticism by legal experts of the practice of selection of higher judiciary personnel by the Collegium of the Supreme Court. There has been some criticism regarding the process, of appointment of High Court and Supreme Court judges, which is being followed pursuant to the Supreme Court judgement of October 6 1993, he said. As per the Memorandum of Procedure for appointment of Judges drawn on the basis of the apex court's judgement in 1993, judges are selected keeping in view their educational qualifications, nature, extent and length of practice, the field of specialisation and professional income in the last three years.
