Orissa HC intervenes, super cyclone victim gets ex gratia 1/2/2009 A victim super cyclone has finally received the ex-gratia announced by the government after nine years following the intervention of Orissa High Court. The ex-gratia amount was paid to one Prasanna Barik, father of Lipan Barik of Dhaniapada village under Gardapur block in Kendrapara district after the High Court directed the administration to initiate steps for the payment of the compensation. Lipan Barik (11) son of Prasanna Barik died after the house collapsed on the night of October 29, 1999 when cyclone hit the coastal districts of the state. Later the family members had submitted all the relevant documents to get the ex-gratia amount but the local Tehsildar allegedly rejected the application. The father of the deceased had urged the administration and the state Human Rights Commission to consider the claim but in vain. Finding no alternative, Prasanna Barik moved the High Court and as per the directives of the court, the state government paid a sum of Rs 25,000 to the family. The family members are yet to get Rs 50,000 ex-gratia amount, declared by the central government, said Mr Barik. According to official sources, as many as 471 persons were killed in super cyclone of which around one hundred families of the victims, are yet to get the ex-gratia. UNI
