SIGNING OF MOU BETWEEN INDIA AND MALAYSIA ON EMPLOYMENT OF WORKERS -------------------------------------------------------------------------------- The Cabinet gave its approval for signing of Memorandum of Understanding between India and Malaysia on Employment of Workers. This would benefit the Indian emigrant workers, especially the unskilled, semi-skilled and skilled workers. MoU provides for the following salient features : i) Facilitation of employment of workers between the two countries; ii) Broad procedure for employment of workers; iii) Responsibilities of the employers, workers and recruitment agencies; iv) Bilateral co-operation in promoting orderly recruitment and development of workers including co-operation in pre-departure orientation and skill up-gradation training; v) Protection and welfare of all categories of workers under the labour laws and other relevant laws of the host country; vi) Constitution of the Joint Working Group to implement the MoU in general and to perform the following functions in particular: i. to review employment opportunities and availability of corresponding skills in both countries; ii. to explore new avenues for co-operation in the field of Labour and Manpower Development for mutual benefit; iii. to co-ordinate between the two parties in the implement of this MoU and take such further action as may be found necessary. Background Malaysia is an important destination for Indian workers. There are about 1.37 lakh Indian workers in Malaysia out of about 2 million foreign workers in Malaysia. Most of the workers go there to work in the plantation and construction sectors. The condition of Indian workers in Malaysia is far from satisfactory. Complaints about ill treatment and exploitation of workers have been received in the past. It is, therefore, important to enter into a formal MoU with the Malaysian Government to lay down a framework of bilateral co-operation for the promotion of employment and protection and welfare of our workers.
