President Promulgates Ordinance To Set Up 12 Central Universities 17 Jan 2009, 1549 hrs IST, PTI NEW DELHI: The government's ordinance for establishment of 12 central universities and upgrading three existing universities to that level has been promulgated by President Pratibha Patil, setting in motion the process for starting the institutions. The government has already introduced the Central Universities Bill 2008 in the Lok Sabha for setting up these institutions. However, the government proposed to take the ordinance route as the Bill could not be passed in the last session of Parliament. The ordinance has been promulgated by the President. The ministry has also taken the step for appointment of vice chancellors in these intuitions. Applications have been invited from suitable candidates for the post of vice chancellors, a senior HRD Ministry official said. The new central universities would be set up in Bihar, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Orissa, Punjab, Rajasthan and Tamil Nadu. Besides, three universities will be taken over by the Centre and converted into central universities. They are Harisingh Gour Vishwavidyalaya in Madhya Pradesh, Guru Ghasidas Vishwavidyalaya in Chhattisgarh and Hemvati Nandan Bahuguna Garhwal University in Uttarakhand. The vice chancellors of these universities will be appointed by the President in her capacity as the Visitor of these universities
