India, Vietnam sign MoU for cooperation in security matters India and Vietnam on Monday signed a Memorandum of Understanding (MoU) for bilateral cooperation in security matters, including international terrorism and drug trafficking. The MoU was signed after delegation-level talks between Union Home Minister Shivraj Patil and visiting Vietnamese Minister for Public Security Gen Le Hong Anh, an official release said. During the delegation-level talks, the two sides reviewed the ongoing initiatives and discussed issues relevant to wider and enhanced co-operation in security-related matters, including trans-national crimes. Capacity building and training issues were also substantially addressed during the talks. The Vietnamese minister is visiting India with a team of senior officers on the invitation of Patil, who had visited that country last year. During Patil's visit, the two sides had signed a treaty on Mutual Legal Assistance in Criminal Matters, facilitating mutual assistance in prevention, investigation and prosecution of crime. India had also offered to impart training to Vietnamese officers in investigation of bank fraud cases, organised crimes, money laundering, economic offences, drug trafficking, cyber crime and scientific investigation. Two courses have since been conducted and more are in the pipeline.
