Margao Court Gets Video Conferencing 23 Jan 2009, 0106 hrs IST, TNN Text: MARGAO: "Internet Protocol address based video conferencing has provided a new dimension to the dispensation of justice," stated Chief Justice of Bombay high court Swatantra Kumar while addressing delegates at the inauguration of video conferencing technology at the district and sessions court, Margao on Thursday. "The path-breaking technology has brought about tremendous changes in the functioning of the country's judicial system by assuring quick justice to under trials languishing in jails for years, especially for petty crimes. It helps in enhancing security besides cost saving for the government," he added. While applauding the state government's move to avail of the technology for Goa, Kumar said, "State administration executives and the judiciary need to work hand in hand to ensure that justice is delivered to the common man in the farthest corners of the state." Chief minister Digambar Kamat, while announcing that Aguada Jail will be linked to the video-conferencing network established at the district court, informed, "Presently the link has been established between Sada jail, Mapusa judicial lock up, high court and the Margao district court." He further added, "Criminal jurisprudence states that no person is guilty unless proved so. Many under trials languish in jail for years in search of justice which not only overloads jails but also piles up court cases. This technology will address various difficulties like failure of producing the under trial before the court on time due to lack of adequate number of transportation vehicles and shortage of police men, etc." With the installation of the Internet Protocol (IP) address based video-conferencing using dedicated 2 MPPS lease lines, a state-of-the-art technology established at the district and sessions court, Margao, the state's slow and laborious judicial system is set to become more efficient. The inauguration of this state-of-the-art technology by Chief Justice of Bombay high court Swatantra Kumar is considered to bring about a tremendous change in the state's judicial system for delivery of speedy and quality justice. Apart from reducing jail population by releasing languishing under trials through a quick system of justice, the concept will also cover the social aspect of Human Right Commission by talking face to face with under trials besides saving expenses on transportation of under trials and also minimizing the risk of their fleeing. As a part of the central government's nationwide project to connect jails and district courts across the country via a video conferencing system, the technology installed at the district and sessions court, Margao will establish a link between the prison and the court through a video link, established on ISDN lines.
