SC Notices On Plea To Stop Children From Falling In Borewells 2/14/2009 The Supreme Court issued notices to the Union Government and four states namely Punjab, Haryana, UP and Rajasthan on a letter petition seeking directions to the respondents to take effective and immediate measures to check the menace of small children falling in uncovered and unprotected borewells. Counsel appearing for the petitioner pleaded before a bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam that there were incidents of small children losing their lives by falling in these uncovered and unprotected borwells which are quite deep. The petitioner in his letter to the Chief Justice of India also urged that adequate steps should be taken to prevent such occurrences and those responsible for digging such deep borewells without taking safety measures must be severely punished and there should be a provision for jail term as well as exemplary fine on those violating the guidelines this honourable court may lay down. Small children losing their lives generally belong to the weaker section of society and effective and prompt steps are needed to be taken to check this menace. Several small children aged between 2 to 7,8 years have lost their lives by falling in these death traps having a depth of 40 to 100 feet and it takes several days in rescuing them and by that time most of the children are dead. These small children fall victim while playing and some time these borewells are located in a place which is totally dark. UNI
