MAHARASHTRA WANTS IPC AMENDED Dated : February 23, 2009 3:32 IST Email Source : Anil AnandMonday, DNA Mumbai: Text The Maharashtra government plans to amend the Indian Penal Code, alarmed over increasing cases of kidnapping for ransom and other tactics to extort money from law-abiding citizens. The centre has been looking afresh at the IPC (Maharashtra Amendment) Bill 2008, which had been gathering dust with the Union home ministry for a year. "The ministry had sought clarifications from the state that we have received and are being studied," a ministry source said. Besides amending about half a dozen sections of the IPC, the state government proposed a new section 292A. The provision will enable the government to proceed in cases of intended blackmail through publishing and printing of indecent or scurrilous matter. The legislation has two parts. The first deals with amending sections 279, 304A, 354, 441 and 509 that deal with unauthorised occupation of government premises, and an increase in penalties and punishment, to act as a deterrent. The section 441 amendment will result in unauthorised occupation of government premises being declared a cognisable offence. It also sought to amend sections 323, 336, 337, 338 and 491 to permit an increase in penalty. The second part proposes a section to check blackmail/extortion
