The Supreme Court today issued notices to the Union Government on a petition filed by the Catholic Bishops' Conference of India seeking directions to fix responsibility on the Government if it failed to protect the life and property of minorities during communal riots. A bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam also tagged the petition with another one already pending in connection with Kandhamal communal riots, which rocked Orissa following the murder of Swami Laxmanananda Saraswati and four others in August last year. The petitioner has also prayed to the court to appoint a relief authority for providing immediate relief to riot victims for their rehabilitation. According to the petitioner, at present no responsibility is fixed on any State or Union Government at the time of communal riots which leave many people dead and scores homeless. The petitioner has also prayed to the court to lay down some guidelines to ensure safety of the life and property of the minority communities such as Christians.
