Justice Balakrishnan said due to the intervention of National Legal Services Authority(NLSA), an additional antiretroviral treatment (ART) treatment centre was opened in the country for the HIV and AIDS patients to avail second-line treatment. This is the silent revolution, which is taking place in the country with the help of both NLSA and SLSA, he added. Stating that it is difficult for a judicial officer to interact with public servants and panchayats in spreading the movement of Legal Aid Services, he urged the State Government to appoint a secretary-level officer, who is independent from judiciary for the task. Andhra Pradesh has succeeded and I appeal to other State Governments to follow its footsteps, he added. Supreme Court judge Justice S B Sinha who is also Chairman, Supreme Court Legal Services Authority, in his address, exhorted the need to face the challenges in clearing pendency of cases in the coming years. As many as 26 crore cases are likely to pile up by the end of 2030 and it may require an appointment of as many as 82,000 judicial officers to deal with the cases related to 1.5 billion population, he added Calling upon the people to combat accumulation of cases, Justice Sinha said, Democracy will become irrelevant, if we fail to address the situation. Karnataka High Court Chief Justice P D Dinakaran, Supreme Court judge Justice Arijit Pasayat and members of State Legal Authorities from the entire country were among those, who were present on the occasion.
