Government of India has brought down Section 35(1)(a) of the Unlawful Activities (Prevention) Amendment  Act, 2019 into full effect by pressing terrorism charges against 4 individuals. The Ministry of Home affairs in their recent notification has officially named Masood Azhar, Hafiz Saeed, Zaki Lakhvi and the notorious Dawood Ibrahim Kaskar as terrorists.

The Central Govt. has identified Maulana Masood Azhar as the mastermind behind the attacks of Pathankot and Pulwama in which several Indian security force personnel were killed brutally. Earlier in May 2019, Masood Azhar was declared as a global terrorist by the United Nations Security Council.

Hafiz Muhammad Saeed was designated as a global terrorist by UNSC back in 2008 and was identified as the chief of the terrorist organisation Lashkar-e-Taiba. Red Fort attack, 26/11 Mumbai attack and attack on the BSF Convoy in 2015 were planned by and executed by him.

Along with him is his chief operational commander Zaik-ur-Rehman, who was also labelled as global terrorist by UNSC in 2008 for planning and executing attacks with Saeed against the Union of India.

At the bottom of the list is Dawood Ibrahim, who is known as the kingpin of underworld crime mafia and is charged for perpetrating acts of terror and financing terror activities. He was allegedly involved the 1993 Mumbai bomb blasts and is also designated as terrorist by the UNSC.
