CJI: 4,000 Rural Courts To Be Set Up In Remote Areas 2/15/2009 Chief Justice K G Balakrishanan, today said 4,000 Gram Nyayalayas (Rural Courts) were being set up in the remote areas of the country to speed up the justice delivery system at the grassroots level. The CJI was addressing the legal fraternity of the Himachal Pradesh High Court after he laid the foundation stone of the New Judicial Complex at Kamana Nagar, near Boileauganj. The CJI said with the setting up of Gram Nyayalayas in the rural areas, village people would be in a position to get their grievances redressed locally. He said the Supreme Court had also opened some Evening Courts in some of the States on trial basis, which had become very popular. The Government was now planning to open more such courts in other cities and towns soon. Justice Balakrishanan said there were about 60,000 courts in the country, which required to be strengthened by making additions of 10 to 15 per cent to speed up the justice delivery system. He emphasized the need to motivate young legal professionals to join the judicial services since large number of vacancies existed in various courts and contribute towards disposal of all pending cases. The CJI also underlined the need for proportionate share in budgeting for the judicial system of the country, so that it could also grow alongside with other important sectors. He expressed hope that Himachal Pradesh would extend its full cooperation in setting up of National Law College in the state to further strengthen the system in the state. Speaking on the occasion, Chief Minister Prem Kumar Dhumal assured the CJI best of the cooperation to the Judiciary in the State in every respect to help it deliver prompt and cost effective justice to the common man of the state. He said the State Government had earmarked a sum of Rs 60.26 crore for the construction of new judicial complexes in the State during the past few years and construction of most of the complexes had been completed, while such complexes at Mandi and Hamirpur districts were nearing completion. The Chief Minister said Himachal Pradesh was one of the few States which had implemented the recommendations of the Shetty Pay Commission on priority basis thereby delivering financial benefits worth several crores to the judges of various courts. He said the strength of judicial officers had almost doubled during the past few years and more posts were being sanctioned from time to time as per the requirement of the High Court. He said the State Government had provided a big chunk of land for the construction of the new judicial complex at Kamana Nagar to help the judiciary, lawyers and litigants pursue their legal cases more conveniently. The Chief Justice of Himachal Pradesh High Court, Justice Jagdish Bhalla, said with the completion of the new complex the judicial infrastructure in the state would get further strengthened. He appreciated the endeavour of the State Government to open Law University in the State to contribute towards quality legal education system in the State. UNI
