Lok Sabha Approves Bill To Extend Sealing Moratorium By A Year Dated : 19 - 02 -2009 Source : Bureau Report New Delhi TEXT : With a view to giving relief to a large number of people of Delhi from sealing, a bill was approved by the Lok Sabha today to extend by one more year the moratorium on punitive action against various categories of unauthorised commercial properties in the city. The National Capital Territory of Delhi Laws (Special Provisions) Bill, 2009, seeks to maintain status quo in respect of unauthorised colonies, including village abadis (settlements) and their extensions, storages, warehouses and godowns for farm produce and some other categories. The bill, which was approved by voice vote by the Lower House after a reply by Minister of State for Urban Development Ajay Maken, also proposes to extend the relief to urban villages. The bill, for the period of January 1, 2009 to December 31, 2009 seeks to replace the National Capital Territory of Delhi Laws (Special Provisions) Act, 2007. The moratorium prescribed under 2007 Act had expired on December 31 last year, after which the civic body was bound by orders of the Supreme Court to resume the sealing of unauthorised commercial properties. The statement of objects and reasons of the bill said some more time is required to finalise norms, policy guidelines and feasible strategies to deal with the problem of unauthorised development in form of encroachment by slum-dwellers and jhuggi-jhopri clusters.
