The Punjab and Haryana High Court issued notice for April 15, to two senior Punjab IAS officers, to show cause as to why proceedings be not initiated against them under the Contempt of Court Act for defying the court directions in regard to the appointment of a member of Punjab State Human Rights Commission (PSHRC) The officers to whom notices were issued, Darbara Singh Guru, the principal secretary to the Chief Minister and Navreet Singh Kang, home secretary. The notice was issued by Justice Tej Pratap Singh Mann on a contempt petition filed by advocate H C Arora who submitted that Punjabs additional advocate general Amol Rattan Singh had given an undertaking to comply with directions on December 9, 2008 to appoint the fifth member of PSHRC expeditiously but not later than six weeks time from that date. It was also emphasised by Mr Arora that the officers concerned had not complied with the court directions despite a subsequent representation submitted to them in this regard.
