The KARNATAKA STATE ADVOCATES IX CONFERENCE at Hubli in Dharwad District was inaugurated by the Union Law & Justice Minister Shri.M.VEERAPPA MOILY ,The conference was held for tow days i.e on 27 & 28 December 2009.The subjects Discussed were(1) JUDICIAL ACCOUNTABILITY-NEED FOR LEGISLATION Shri. Anil.B.Divan Sr. Advocate, Supreme Court of India,New Delhi was the Chairperson. (2) WORKING OF LEGAL SERVICES AUTHORITY-AN APPRAISAL, Dr.N.R.Madhava Menon Member, Commission for Central-State Relations,Govt of India, New Delhi was the chairperson. Vice Chancellor, Karnataka Law University, Hubli presented the paper on the subject.(3) CONTEMPT OF COURT-AN ANALYSIS, under the chairperson of Justice M.N.RAO,Former Chief Justice,High Court of Himachal Predesh, Proff K.S.SHARMA presented the paper on the said subject, and also Shri Udaya Holla,Shri Aditya Sondi (4) administration of justice in trial courts &concept of gramanayalaya, Under the Chairperson of Shri.D.V.SUBBARAO Former Chairman,BCI & Sr.Advocate,VIZAG
The Senior Advocates who had successfully completed their 50 years of practice were honored and felicitated by the Hubli Bar Association and also by the entire Bar Association Presidents & Secretaries of Bar Association in the State.
Hubli Bar Association President Shri.V.B.Nadagaddi, and General Seceratary, Shri.Ashok.V.ANVEKAR, Under THE SUPERVISION OF THE Shri. Mohan.A.Limibikai, M.L.C.and President, Reception Committee and member,K.S.B.C. Bangalore have put their effort and the entire Advocates of Hubli Bar Association had worked for the success and smooth function of the State Advocate conference.
Speaking at the valedictory of the two day Karnataka Advocates Ninth conference, Legislative council Chairman Shri.Veeranna Mattikatti Said that “As people are very conscious today, they watch advocates,Judges,People’s representatives and others very carefully. Therefore we have to be transparent in our profession, and do justice to the work, He stressed the importance of commitment in any profession. The judiciary should uphold the sprit of democracy and the constitution; Advocates played a major role in delivering justice to the needy.Karnatak State Bar CouncilChairmanR.Abdul Reyaz Khan, and M.L.C. Mohan Limbikai also spoke. Advocate General Harnahalli,Bar Council of India Member C.M.Jagidish,Karnataka State Bar Council Vice-Chairman B.S.Yogesh,Hubli Bar Association President V.B.Nadagaddi,Jaikumar Patil Prakash Jayawadagi,and others were present, Also senior advocates retired judges were felicitated.  RESOLUTIONS:-   The conference took resolutions on various issues related to the judiciary.   On Judicial Accountability: Need for legislation, the conference resolved that a judicial commission should be set up to appoint judges transparently and to conduct inquiry into allegations against the judges. The commission should have the constitutional and leglative backing, and its recommendations should be binding. Declaration of assets should be made public annually, the conference opined. The conference felt that most of the functions of legal service authorities were not compatible with judicial functions, and they had put extra burden on the judicial staff. These authorities have a separate body. Criminal contempt laws are vague, and corrective and remedial actions should be taken in this regard. Quality should be maintained in judgments of trial courts. Village courts are lacking adequate infrastructure and vacancies are not filled. Therefore, the establishment of village courts should be deferred. Advocates should strive hard for excellence, the conference resolved.
