Section : Gender and number.

13. Gender and number.- In all 3*[Central Acts] and Regulations,unless there is anything repugnant in the subject or context,-- (1) words importing the masculine gender shall be taken to include females; and (2) words in the singular shall include the plural, and vice versa.

Recently the DoPT as well as the Information Commissioner are dismissing the appeals/complaints of the information seeker under Section 6(3) of the RTI Act 2005, that the word used there is "Authority" and not "Authorities" as shcu if the information is held by more than one authority, the operation of Section 6(3) is not comes into operation. Section 13 of the General Clauses Act 1897 comes to the rescue of such appellants/complainants.
