12. Penalty for refusal to allow inspection. If any owner, lessee or occupier of any such mines or works refuses to allow any officer appointed by the 1*[appropriate Government] for that purpose to enter into and inspect any such mines or works in manner aforesaid, he shall be punished with fines which may extend to two hundred rupees.
