14. Procedure for the grant of licence or permission. Beforeg granting any licence or permission under 3*[section 11, section 11A, 4*[section 13 or section 29B]], the Central Government may require such officer or authority as it may appoint for the purpose, to make a full and complete investigation in respect of applications received in this ---------------------------------------------------------------------- 1.
