39B. Protection of certain amounts from attachment. Notwithstanding anything contained in any other law for the time being in force, the amount standing to the credit of a contributing institution shall not be liable to attachment under any decree or order of any court in respect of any debt or liability incurred by the contributing institutions.] ---------------------------------------------------------------------- 1.
