7D. Vacancies, etc., not to invalidate proceeding. No act or proceeding of 6*[the Tribunal,] the Board or of any advisory panel shall be deemed to be invalid by reason only of a vacancy in, or any defect in, the constitution of 6*[the Tribunal,] the Board or panel, as the case may be.
