7.Validity of act or proceeding of Council, Executive Committee or other committees not to be invalidated by reason of vacancy, etc. No act or proceeding of the Council or the Executive Committee or any other committee shall be invalid merely by reason of- (a) any vacancy in, or defect in the constitution of, the Council, the Executive Committee or any other committee, or (b) any defect in the election or nomination of a person acting as a member thereof, or (c) any irregularity in procedure not affecting the merits of the case.
