OBJECTS AND REASONS Clause 12.- This clause makes necessary provisions to enable the two States to incur expenditure on the administration of the territories transferred to them until the expenditure is specifically sanctioned by the appropriate Legislature.-

S.O.R.OBJECTS AND REASONS Clause 13.- This clause provides that the audit reports of the Comptroller and Auditor General of India relating to the accounts of either of the States in respect of any financial year ending before the appointed day shall be submitted to the Governor of each of the two States who shall cause them to be laid before the State Legislature concerned.--S.O.R.
