17. Powers of entry. An Inspector may, for the purpose ofinspecting or examining a boiler or any steam-pipe attached thereto orof seeing that any provision of this Act or of any regulation or rulemade hereunder has been or is being observed, at all reasonable timesenter any place or building within the limits of the area for which hehas been appointed in which he has reason to believe that a boiler isin use.
