Pay protection

Respected sir,
I worked for PSU (pt. Ravishankar shukla University, Raipur, Chhattisgarh) as a Technical Officer since 2009 to 2014. After that i gave technical resignation to University job and through proper channel i join higher education dept of Chhattisgarh as a Assistant Proffeser.
In University my pay scale was 18950/- and grade pay 5400/-.
But when i join state govt. Job my pay scale is 15600/- and grade pay 6000/-.
Can i eligible for pay protection .
Pls suggest me..

Dear querist, I think there will be no pay protection because pay scales of central government services and PSUs are vastly different from each other. Since a person resigns his job in PSU and then joins as a new employee in central government departments, there is no scope for pay protection as long as it is not deputation.

Both the Universities are different autonomous bodies governed by their respective Act(s), wherein concept of "technical resignation" for the purpose of "pay protection" is inapplicable. Isn't it?
It would be better to consult a local prudent lawyer with relevant records practicing service matters for proper analyses, guidance and proceeding.
