In such a case, the aggrieved employee, whom the accommodation is allotted to, can file a formal complaint to a sufficiently higher authority stating the inaction of the officer concerned. If nothing happens then the person can file another complaint to a still higher authority after a reasonable period.

If the matter is genuine and serious an advance copy of the complaint can be sent to the Chief Executive of the BSNL with a covering letter denoting that the copy sent is an advance copy and it is sent just for information.

If the problem still remains unattended to, then the other remedy available to the aggrieved is to file a Writ Petition in the High Court seeking a direction to the BSNL to make the accommodation liveable, as it is a fundamental right of the person who resides there.

It is your father who is the aggrieved person. You have no standing in raising the grievances.
