Govt officer booked in ni act. how to serve summons?

He is a Govt. Officer and His office declared that he is not tracible since Sep 2023 onwards. Summons issued from Court on STC act . Summons not served yet. We mentioned his Office address too as O/O so and so like that. Govt. Office refused to take summons on behalf him. We asked his details through RTI. The reply for RTI is "He is not attending to office for a long time". 

 

How can i Proceed.

Pl. suggest.

He may be a government officer, but as far as the case is concerned, he is an accused.

Therefore the procedures of law for issuing summons have to be followed.

The government office is not the custodian for its employees.

The relationship between the government and its employess is confined to industraial relationship alone and the government cannot be held responsible for its employees' criminal activities outside the office.

If at all the government is informed about the crimninal issues pending against its employees, it can conduct  departmental inquiry as per CCS rules and would initiate proper action as prescribed in the rules and regulations.
