builder not installing lift and other ammenities

I have purchased a 3 bhk flat on 5 th floor in kolkata in yr 1991. After complete payment i got possession of the flat in yr 2007 and builder is not installing lift and providing other ammenities as per the agreement.

1. i have issued a legal notice on 11/7/2011 for doing the uncomplete work.

2. should i file case in consumer court, and how much time it will take to get judgement or relief.

3. can after the judgement , builder can file a civil case to delay the case.

4. how efficient is consumer court judgement.

It is the bounded duty of the builder to provide necessary amenties, violation amounts to deficiency in service, so you can file consumer complaint.

if builder not installing lift in a building as per agreement what remedy i can get from consumer court. compensation or lift....
