The charges of cheating and extortion are serious in nature, cognizable offences which the Police is supposed to register as FIR and investigate and interogate the accused persons charged with these offences. You can send written complaint as well as email of the same to the local police station in the district in the State in India wherefrom the offence were supposed to be committed by the accused persons.The copy of the complaint can even be sent to the Deputy Commissioner of the district for immediate action.

You can engage a local lawyer to followup the matter withnthe police department and if need be to move the Magistrate Court if the Police is inactive and fail to register FIR of the reported complaint.
