Ok 

my mother has just expired. She has 4 issues from 1st marriage and no issues from 2nd 

can anyone of her issues contest the settlement if my step father does a deed of settlement or gift to one step child from my mothers children from her first marriage . 
under the Christian law

If your father has transferred his self acquired property in favor of the person he decided/desired by a registered settlement deed, this act cannot be challenged by the other dissatisfied child(dren) .

Usually settlement will be temporary until permanent solution .so contact local advocate with that deed and take his valuable opinion before proceeding .

My step father is in the process of making his will

so I am interested in knowing which is better -

deed of settlement Or deed of gift .

The decision to execute will, deed of settlement or gift deed depends upon legal advise gathered by your "step-father" which is not your case, let him contact and consult a local lawyer if there is some truth in your post, which is prima facie hypothetical and time pass.
