Employment post vrs

What is the rule position for a Central Govt employee to start his /her own company post VRS? Does he /she need to take Govt prior approval before start his /her own company?  The simple reading of the existing rule for those who seek commercial employment after 30 yaers of service states that any for any commercial employment as an empoyee or partner or director in a company , the govt servant shoould seek approval of Govt , if it is within 1 year of retirement ( cool off period) . But it is silent on whether he or she can start his /her enterprise and not an employee in company,without any cool off period . Start up india is a new concept promoted by the Govt. Why a Govt srvant seeking VRS should wait to start his own / her enterprise?

In such cases, whether an intimation is sufficent and  prior approval is not required? Need calrification.
