Law regarding atrocity

      I have a two question about atrocity act.First ,doesit apply only to backward classes or to people in minority? Secondly does this  act apply to non-scheduled caste?Suppose a backward class man has spoken some bad words in respect of cast to nonscheduled person, does atrocity act apply? If not why? Thirdly if a bakwardclass person spoke some bad words in respect of cast to anoather backward cast person ,does atrocity act apply for this isntance?

it is for rules of procedures of the national commission for Schedule Tribes [2004]

Only ST  &  SC are covered , basically to abolition of untouchability.  SCPrevention of Atrocities Act , 1989

 

Backward Class not applicable.

Atrocity means " a word implying conduct that is outrageously or wantonly wicked, criminal, vile, cruel, extremely horrible and shocking" if the words and expression falls under those with intentionally utter to caused such harm it will amont to atrocities whether utter by forward classes or backward classes or non-shedule tribes etc as per the Scheduled castes and Schedule tribes Prevention of atrocities Act 1989.
