Leaglity of a registered document with wrong valuation

Need help :

Facts of the case :

1) conveyance deed registered with wrong valuation of a property for stamp duty.

2) the valuation of a property for stamp duty actualy Rs. 5 crs and more, but at the time of registration it was valued at only Rs. 90 lakhs and the stamp duty is also paid on 90 lakhs , Rs 6 lakh only, actualy Rs 38 lakhs was to be paid.

3) This conveyance is also registered with the help of a forged power of attorney , which is notorised and not registered.

4) A xerox copy (which is not certified or attested) of that forged P A was attached with the conveyance and now the original PA is traceble / recoverd by police.

Now want to know the leagality of this document in civil case. police has not filled any charge sheet in criminal case for more than 3 years.

what to do in criminal case also.
