Legal view on a plot in layout

Hi, My question is regarding a plot that I intend to purchase. I wanted to know if there could be legal issues or future complications because of the nature of approval for that plot.

Matter: There is a seller who has two adjacent plots measuring an area of 11000 sqft (in total) which he plans to sell by dividing that into three plots with each plot having an area of approx 3400 sqft. This plot is in a prestige develped layout which falls under BBMP limits in Whitefield. The plot has BBMP A Khata without paying betterment charges (as per broker who is also a owner of the plot in the layout). The other concern is that this layout is not DC converted and the layout is not approved.

My questions are:

- Is it possible to have a BBMP A Khata without DC conversion and without paying betterment charges

- Since it is not DC converted, what could be the consequences? Can it be legalized by paying betterment charges or can that become a big problem later on

- As the owner is dividing two plots and sellng it into three plots, could there be any issue as I there will only be two survey numbers.

- would i get a bank loan on this property

- what are the main papers that i should look for
