An NGO has formed self-help groups in villages. These SHGs now have substantial corpus. The NGO issues funds to these SHGs for various heads of expenditures such as payments to workers and teachers for small schools. These SHGs do not maintain proper books of accounts at all. Can the NGO be held responsible for such non-maintenance of books?
