Noc for civil services

I'm an employee of autonomous organization. I have signed a service bond for 6 years with no upper cap mentioned (200% of training expenses, which my office staff say is over 12 lakhs). I have 2 questions.

1) Can my employer deny me permission to write Civil services examination as I am still serving the bond period.

2) 12 lakhs for bond unheard off, by virtue of being autonomous govt body, can they really force candidates to charge such high amounts.

When once you agreed with the conditions, executed agreement and serving them, at this point it is not proper to question the employer.

The compensation depends on trainiing imparted, and training may be on hand / experience also.

It is too early, if you wanted to appear for the examinations, appear and once you are successful and selected your autonomous authority may not insist for such compensation as your services even after resignation may be required in other ways from you or as a good will measure.

Focus first on what you want, and do not distract your attention / concentration on future which is not relevant at this point of time.
