Online data distribution centre in residential apartment

Dear Sir,

I have two apartments in a building with 60 residential units. I live in one and have rented out the other one to my friend who runs an online data collection/distribution service there since more than two years. There is no 'commercial activity' happening there in the sense that no customers/clients visit him. The whole business is conducted online. He has a few employees who manage the computers. He does not even have a board proclaiming the business. The employees come in the morning and leave in the evening. Since the time my friend has rented this place, there has been no complaint from any resident including his immediate neigbor regarding any sort of disturbance from his business. I should also mention that my friend has his own apartment in the same building.

After all this time the association has issued a notice saying that 'his business is illegal' and that he should stop it immediately.

Are they correct in issuing the notice? How can running an online data distribution be called an illegal business?

I would be grateful for your views and advice.
