I own 49 plots out of 90 plots in a Panchayat Approved Layout in North Chennai, Tamil Nadu. Recently, I had applied for building approval for two of my plots to the Block Development Office(Local Authority) but they rejected my application saying that the "Panchayat approval for the layout" is invalid and that it needs to be approved by the DTCP. I do not own the layout, I am only the plot owner for 49 plots.
When I approached the layout owner, I was told that he had obtained the approval from the panchayat president some 15 years ago and has completed all the necessary formalities like 1)Handing over the roads to the government 2) Payment of development fees etc.
I request you to kindly show me how I can obtain building approval for my house in this layout?
