Possession of 25 signed blanck pronotews

According to my opinion mere possession of 25 blank signed pronotes is not sufficient proof to attract Sec 420. Mensrea i.e His intention to cheat or loss sustained with such possession is important to attract Sec 420

The accuised having possession of 25 blank signed pronotes is sufficient proof of  his mensrea  criminal intnetion or guilty mind to attract cheating  case of his dishonest and criminal  intnetion with  a view  to commit  theft  through cheating. Otherwise the moment he noticed theese blank pronotes he would have  given a paper advertisement that  he  found 25 signed blank pronotes and the owner  must  collect them from him.
