If the terrace rights have been given to you by a registered sale deed, then you can build the proposed construction over your terrace by obtaining construction approval from the local civic authorities.
In that case there is no necessity for registering the newly constructed structure on your name, the evidence of taxes assessed and paid to the government would be an evidence to prove your title.
