Stamp Duty in Power of Attorney

what should be the stamp duty in register General Power of attorney & Special Power of attorney. Allotment of Flat was done But the flat was not registered. Now the Mr A who was booked the flat want withdraw his allotment of flat and want to transfer his allotment to some one else, Mr A is residing different place and he wants his father to proceed further documentation process on his behalf so in this respect what should be appropriate General Power of attorney & Special Power of attorney . SO is it necessary his father should present while Mr A execute General Power of attorney & Special Power of attorney from Different state, as the Flat is in UP and his father is residing in Delhi, and Mr A is in Assam, The signature of his Fathers is necessary in POA ? Regards
