Steps to be appointed as a legal guardian

Hello Members

My wife has a son from her previous marriage and she has divorce decree by mutual consent and a legal guardianship order from the court (by exparte). We are married for 5 years now and have re-marriage certificate. The child is 8 years old now and does not know anything yet about the biological father. He assumes me to be his biological father. While we do not have any intention of hiding anything from him but we want to wait for few more years before we tell him everything by taking professional help of some Child specialist. With this said, we are planning to apply for his Passport. I have been told that I cannot put my name in Father's name as passport office expects only the biological father's name to be filled in the Father's column. But they say that my name can be printed in the passport and not the biological father if I am the legal guardian of the child. I will like to know what is the process for me as a step father to be appointed as a legal guardian of the child.

Any help on this regard will be very appreciable.
